Ralph Blessing Ph.D. – Certification Director

Ralph Blessing earned his Doctor of Philosophy from Northcentral University in Business Administration, his MS in Occupational Safety and Health from Columbia Southern University, and a BS in Information Technology from the University of Phoenix. He is a fulltime Professor at Columbia Southern University where he has been teaching for 11 years. He has authored four courses at CSU. His safety experience covers general industry, construction and maritime safety. He was involved in the demolition of coal burning plants, vessels and old storage farms, and was the safety manager for the construction of the Georgia Aquarium.

In addition, he is an inventory of hazardous materials manager, whose primary goal is to identify hazardous materials on vessels entering ports around the world, as part of the new Hong Kong Convention.

He retired from the United States Navy in 1994, following a successful career as a cryptologist for the NSA. In addition, he held the classification as an Afloat Safety Manager, and was the safety officer for Diego Garcia, British Indian Ocean Territories.

John Rawlings – Knowledge and Skills Committee Chair

Mr. John Rawlings has served in safety over the past 13 years after retiring from the Army as an Infantry Officer. He has had the privilege of being able to work globally on a myriad of projects throughout his safety journey from high rise construction, pharmaceutical labs and clinics, hospitals, schools, theme parks, fuel depots, and environmental sites. John holds five BCSP credentials (Certified Safety Professional, Construction Health and Safety Technician, Safety Trained Supervisor, Safety Management Specialist, and Certified Environmental Trainer) and the Licensed Safety Professional and Master Safety Professional credentials from NASP.

Brian Fuller – Knowledge and Skills Committee Vice Chair

Mr. Brian Fuller holds the position of Director of Safety and Health at KGPCo, and he has over 15 years’ experience in the Environmental Health and Safety field with expertise in telecommunications, construction, commercial diving, and crane industries. Brian is a Master Safety Professional and holds many other safety certifications such as Certified Safety Director, Certified Occupational Safety Specialist, Certified Safety Manager Trainer, Certified Chemical Safety Technician, Certified Rigging/Signaling Instructor, Certified Environmental Health and Safety Management Specialist, and Hazard Analysis Technician.  Brian was honored with the title of Corporate Trainer of the Year by Crane and Rigging Hotline Magazine in October 2012.

Ralph Steven Brugueras – Item Writing Committee Chair

Mr. Ralph Steven Brugueras currently works as the Environmental Safety and Health Manager for PAE, National Security Solutions, and he boasts extensive international experience in safety management. His safety career began as a non-commissioned officer serving in forward-deployed combat zones where safety was key to every mission. Ralph’s commitment to safety has continued as he holds NASP’s Licensed Safety Professional (LSP), BCSP’s Associate Safety Professional (ASP), OSHA Authorized Instructor, and ISO 45001 Lead Auditor certifications. He has a BS in Occupational Safety and Health – Fire Safety and an MS in Occupational Safety and Health – Environmental Management.

Aaron J. Keyes – Item Writing Committee Vice Chair

Mr. Aaron J. Keyes has worked as a OHS consultant in construction and other industrial capacities since 2005. He has completed various trainings with the American Heart Association, the American Safety and Health Institute, and he is a Licensed Safety Professional with NASP boasting many other safety certifications such as Basic EMT, HAZWOPER, Swiftwater and Rope Rescue, and Multihazard Planning for Childcare. While Aaron continues to provide oversight in the safety field, he is also advancing his technical knowledge as he pursues a Master of Occupational Safety and Health at Columbia Southern University.

Craig Bellew – Examination Committee Chair

Mr. Craig Bellew currently serves as Director, Corporate EHS for Airtek Construction and is responsible for developing strategies to improve the company’s overall safety performance in its drive toward zero injuries. A NASP Certified Safety Manager and Master Safety Professional, Craig has 18 years of environmental, health and safety experience, having served in both EHS and frontline management positions. He holds a BS in Occupational Safety from Valdosta State and is a professional member of the American Society of Safety Engineers and National Safety Council. In 2010 Craig was named to the NSC’s “Top 40 under 40” for up and coming Safety Professionals for his work on the Darling Downs Combined Cycle Power Project in Queensland, Australia.

Michael Anastasio – Examination Committee Vice Chair

Mr. Michael Anastasio is the Environmental Health and Safety Site Manager for Suez WTS with a focus on transforming business and instilling a work culture based on safety.  As a Licensed Safety Professional, Authorized OSHA Trainer, Certified HAZWOPER and Forklift Trainer, and a Confined Space Specialist, Michael boasts much experience with writing and implementing EHS training documents and EHS programs. He graduated with a BS in Biology and is currently working on his MS in Safety Science.

Anthony Annibale – Appeals/Complaints Committee Chair

Mr. Anthony Annibale is an Authorized Instructor for OSHA Outreach and other construction and general industries courses, and he is a member of NASP and the US Department of Labor. He boasts over 30 years’ experience in manufacturing, bringing valuable expertise to safety oversight and consulting. Anthony currently serves as a Safety Consultant with NCDPS’s Inmate Construction program, where he manages and administers safety programs for North Carolina’s largest state government agency. He is certified as a Certified Safety Manager, Licensed Safety Professional, Master Safety Professional, OSHA 10 and 30 Hour Course Instructor, and Qualified Forklift Trainer.

Steve Winn – Appeals/Complaints Committee Vice Chair

Mr. Steve Winn’s safety career began in the U.S. Air Force over 30 years ago and has since taken him around the globe in many positions in fire and emergency safety. He is currently the Corporate Safety Director with Steel Encounters, where he manages safety protocol and workers’ compensation at a corporate level. Steve holds a MBA and BS in Fire Safety, and his safety certifications include Certified Safety Manager, Certified Facility Security Officer, Hazardous Material Incident Commander, Hazardous Materials Technician, Fire Rescue Confined Space Incident Commander, and OSHA 30.
