Description

The Risk Manager position requires a highly organized and analytical person who can collaborate closely with more than 30 County departments supporting safety programs and ensuring compliance with OSHA regulations. This role requires on call duty which includes nights, weekends and holidays, in addition to significant time management skills and the ability to work closely with various internal and external stakeholders to ensure compliance with applicable laws

Examples of Duties

The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.

  • Administers the County’s self-insured Worker’s Compensation program in accordance with the North Carolina Workers’ Compensation Act. Oversees third-party administration to ensure proper claims handling. Files claims in W.C. TPA CINCH Software System. Constantly follows each W.C. claim until closure. Attends W.C. Quarterly Claims Reviews with TPA. Works closely with County Departments, Adjusters, Defense Attorneys, Medical Providers, Nurse Care Managers, etc. to resolve open claims. Solicits quotes for Workers Compensation TPAs, as needed.
  • Serves as County’s Drug Enforcement Representative (DER). Schedules all new employee and random drug tests. Obtains results and communicates these to each County Departments, including County’s 4 Rescue Squads. Updates random lists and files all results. Purges drug testing files as employees terminate. Reports Random CDL Federal Drug Test data to DOT.
  • Completes required OSHA recordkeeping for employee injuries and illnesses for annual summary postings as well as competes annual Department of Labor and Bureau of Labor Statistics Surveys.
  • Receives and processes First Report of Injury forms and all supporting documentation. Thoroughly investigates all accidents and injuries to identify root causes, areas of potential loss, and high risk categories; Analyzes frequency and severity of each category to accurately measure financial impacts. Develop strategies to eliminate or reduce risks, where possible, and prepares recommendations to realistically mitigate and/or fund loss situations when they occur.
  • Conducts regular safety audits and inspections of County Departments, including the inspection of facilities, work process analysis, job hazard analysis, and site surveillance and inspections of employee and contractor work projects in-progress, as well as adherence to regulations and County policies and procedures; Reports findings to departments and recommends changes to establish safe work conditions; may compel cessation of work to address potential imminent hazards; monitors changes and/or makes follow-up inspections. Provides safely & health outreach within the County, and beyond, by serving on, hosting and planning meetings with various Safety & Health Environmental Boards.
  • Performs liaison function with insurance companies, insurance consultants, insurance agents, claims administrators, state and federal agencies dealing with insurance and safety. Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new laws, trends, and advances in the profession.
  • Responsible for the development, coordination, and execution of a pro-active and cost-effective risk management program strategies. Develops and implements employee safety education, inspection, and training programs to protect employees and reduce costs to the County; Consults with managers, supervisors, and other employees to analyze training needs and areas for performance improvement and recommends preferred methods of achieving cost-effective solutions to hazards in the workplace.
  • Create and foster a safe work culture, implementing measures to include an active and involved Safety Committee that takes an active role in safety awareness and communication within their departments; identifying trends and conducting appropriate safety meetings departmentally, leading safety training initiatives that benefit departments and create awareness while working with leadership to ensure safety rules and regulations are adhered to.
  • Responsible for coverage of on call phone reporting of accidents and injury requiring after hours care.
  • Responsible for the Risk Analyst position which assists in the day to day duties involving documentation, onboarding and completion of all new hire safety training required by OSHA upon hire.

Minimum Qualifications

A Bachelor’s degree in public administration, business administration, or closely related field with four (4) years of workers compensation, risk management, insurance claims/renewals, industrial hygiene, and/or relevant work experience is required.

A Master’s Degree with at least seven (7) years of experience is preferred.

Must currently be, or willing to become, certified as a Manager of Environment, Safety, and Health (MESH) within 12 months of employment.

A combination of education and experience will be considered.

Additional Information

Minimally qualified applicants will start at 25% of the salary range: $36.56/hr
