JOB SUMMARY: The Director – Safety & HPI will provide strategic and operational oversight of the District’s workplace safety and health programs and staff ensuring strong collaboration with business unit leaders and teams across the District.  Key responsibilities include establishing short and long term direction and measurable goals, establishing and communicating clear priorities, providing safety and health subject matter expertise to operational units, role modeling and coaching other leaders, and proactively achieving compliance with all applicable safety and health regulations including, but not limited to those required by OSHA, WISHA, and L&I.  The position will also be responsible for developing Chelan PUD into a leading Human Performance Improvement (HPI) organization supporting achievement of operational excellence by collaborating with and supporting operational units to reduce unwanted outcomes triggered by human errors.  Provides structured and measurable processes and systems to identify, analyze, and learn from organizational and/or human weaknesses contributing to errors while using positive reinforcement to motivate employee discretionary effort.

The Director, Safety & HPI will report directly to the General Manager on an interim basis. The reporting relationship may change at a future date.

Salary is $121,100-$173,00 plus comprehensive benefits

Job Functions:
Champion the District’s Safety program to enable industry leading performance. Provide leadership and directly manage the District’s safety programs, policies, and standards while engaging stakeholders and building partnerships.  Programs include, but are not limited to safety management systems, worker’s compensation, industrial hygiene, reducing environmental workplace hazards, hearing conservation, contractor safety, close call reporting, medical response to injuries, etc. Set the bar for safety by developing and monitoring safety performance goals and metrics enabling their use for management decision making in a data driven environment. Establish and develop regular reporting on safety leading indicators. Demonstrate pro-active commitment to regulatory compliance and personal accountability by actively overseeing compliance with environmental, health and safety regulations and by pro-actively monitoring and influencing proposed regulatory changes and directing the implementation of new or revised policies and procedures.  Maintain and update policies, standards, guides, and procedures, and establish training priorities for leaders and employees.  Oversee safety investigations, results analysis, and communicate conclusions and proposed action items to leaders.  Resolve safety & health related issues and charges brought forward by employees or regulatory agencies such as Labor and Industries.

Lead the development and implementation of the District-wide Human Performance Improvement (HPI) operational excellence program. Provide leadership and establish program strategy, roles & responsibilities, work plans, program metrics, high level training plans and tools. Develop a systematic error analysis approach to identify reasons for errors, and identifying solutions.  Develop and mentor HPI leaders and champions across the organization, focused on achieving error reduction in a collaborative and data driven learning environment.  Direct the design and implementation of positive reinforcement methods for use by leaders and employees.  Assist leaders and employees in achieving operational excellence by providing support to develop, expand and maintain HPI programs.

Manage a team of safety, health and HPI professionals to achieve intended program goals. Hire and develop staff through training and career development opportunities.  Establish workgroup priorities and goals.  Perform succession planning, professional development, coaching, counseling performance reviews and disciplinary actions.

Foster a learning organization.  Sponsor and/or lead learning teams, enabling communication of conclusions and lessons learned, and measuring and reporting on improvement actions.  Sponsor and oversee robust employee training on a wide variety of topics, using effective delivery methods relevant for the audience.  Oversee the management of the apprenticeship training, foreman training, diver certification, EMT training, and other employee training programs.  Participate in forums, benchmarking and best practice research, and share knowledge widely at the District.

Develop business plans and contribute to budget development.  Monitor departmental spending.  Negotiate with vendors and other service providers.  Provide HPI and health and safety related budget support to business units, as needed.
This position manages/supervises people

Is responsible for the overall direction, coordination, and evaluation of the employees managed.  Also, carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.


Post Secondary Education

The educational entry requirements are listed below.  Equivalent experience (year for year) may substitute for required education.

Bachelor’s Degree (B. S., B. A.) in Safety & Health or a closely related field from a four-year college or university; or equivalent combination of education and experience required

Candidates with HPI or related certification or HPI advanced training preferred

Minimum Experience

Minimum experience requirements are listed below.  Experience requirements are additive to education requirements.  Additional education may not substitute for experience.

8+ years Safety and Health management experience or similar management experience in an area focused on worker safety such as line operations, or plant operations and maintenance, preferably in a utility environment required

Experience demonstrating compliance with safety (or similar) regulations, managing to safety metrics, and implementing or managing organizational human performance improvement (HPI) or similar cultural initiatives preferred
