JOB SUMMARY:
The Safety Department is located at Headquarters but the positions are located throughout the six regions. They are under the supervision of the Director of Occupational Safety and Health. Incumbents are required to live within a reasonable commuting distance of a region at a location determined acceptable by the Director of Occupational, Safety and Health. The Occupational Safety and Health Specialist is responsible for investigating complaints received or initiated by the CSEA alleging violations of the Safety and Health Standards contained in Section 27-a of the State Labor Law, (New York State Public Sector OSHA Law), Right to Know Law, (Hazardous Substance Act), National Electrical Codes, as well as the circumstances and conditions resulting in work place accidents causing public employee injury or fatalities.
ESSENTIAL FUNCTIONS:
In addition to field investigations, incumbents prepare comprehensive reports as required:
- Prepare or assist in the preparation of complaints to the State Department of Labor.
- May attend inspections conducted by Labor Department Inspectors.
- Secure from the State Department of Labor copies of violation citations and proposed penalties.
- Request from the labor Department a written answer as to why a citation was not issued.
- Request post-inspection conferences with Labor Department representatives to obtain general results of inspections.
- Contest the length of the proposed abatement period given the employer to make corrections.
- Advise members of their rights and responsibilities under the Safety Law.
- Prepare material for and participate in safety educational programs for CSEA members.
- Provide advice and assistance to locals with OSHA related problems.
- Perform other related duties as required.
MINIMUM QUALIFICATIONS:
Three years of experience in a position or positions involving work of an investigatory or inspection nature, or the development of and participation in group training programs, or direct public contact work and/or knowledge of safety and health standards.
OR
The possession of a Bachelor’s Degree from an accredited four-year college or university, in a related field.
OR
A combination of an Associate’s Degree and one year of experience in the above.
