SALARY RANGE
In addition to a competitive starting salary range of $89,550 – 119,400 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee’s Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.

JOB POSTING
JOB PURPOSE: The Program Manager -Contractor Safety is responsible for managing a program to verify safety controls are established and in place throughout contractor projects and comply with state, federal and local safety laws, and regulations. Utilizing Human Performance concepts, the incumbent acts as a safety consultant, subject matter expert, mentor and role model for safety related activities and subject matter related to Contractor safety and Contract Projects/Programs.

40% Safety Components Review/Inclusion/Assessment for Contractor Safety Programs: Safety Representative serving as a team member for contract project development, initiation, execution, and closeout Provide safety expertise during design process of construction projects and review safety elements in draft bid documents. Participate in pre-construction meetings and assess safety implications related to contractor interface points between PUD employees and facilities. Provide safety assessments of project implications to other project or operational work. Reviews contracts to ensure safety requirements in the contract are complete and appropriate to the scope of work and also reviews contractor job safety assessments and contractor employee certifications for performance of the scope of work. Review and provide feedback related to contractor safety related project submittals. Develops a unified and coordinated approach to messaging HPI and safety principles and practices in the field.
40% On Site Safety Representative: Serve as safety representative for interface points between contractor and PUD employees and facilities during construction. Participate in contractor and plant safety meetings, jobsite audits, safety incident investigations. Maintain a highly visible presence in the field working closely with project managers, construction management staff and contractors. Conduct field safety observations, verify safety controls are established and in place throughout contractor projects and that they meet federal and local safety laws and regulations.
20% Subject matter Expert: Serve as SME for contractor Safety Program guidelines. Keep front-line workers, contractors and managers informed of compliance issues while promoting HPI principles and concepts. Assist in the delivery and coaching of effective HPI and Latent Causal Analysis (LCA) practices. Work with project managers, construction management, and contractors to achieve operational excellence and compliance with WISHA, OSHA and related regulations. Provide cross training, and backup support to other District employees involved with construction contractor safety initiatives, in addition to conducting safety orientations and field safety audits.

QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.

Post-Secondary Education: Associate’s degree (A. A.) or equivalent from two-year college or technical school in safety or a closely related field; or equivalent combination of education and experience.

Experience: Typically requires five (5) years’ experience in the implementation and auditing of safety programs. Individuals with safety certifications preferred. Proven leadership skills and experience influencing the behavior of others without supervisory authority. Utility industry safety experience strongly preferred. Individuals with prior experience modeling, coaching and leading Human Performance Improvement principles and practices are preferred.

Requires CPR Certification and valid First Aid card within 90 days of employment.
