Job Description

The Operations and Business Principal Directorate (O&B) has an opening for an Assurance and Compliance Manager for the Assurance, Compliance and Safety Office (ACSO).  The successful candidate will manage a team responsible for ensuring compliance and adherence to applicable policies, laws and regulations. The incumbent will serve as a subject matter expert in the review of safety incidents to ensure staff identify issues, recommend corrective actions and processes and program improvements. The incumbent will ensure the use of assessments, management observations, requirements reviews, inspections, and performance analyses to support comprehensive and compliant operations for organizations within the O&B Principal Directorate. In addition, the incumbent will serve as the primary point-of-contact for O&B with the Department of Energy/National Nuclear Security Administration (DOE/NNSA), government agencies, and other external groups for ES&H and security matters.  This position reports to the Deputy Principal Associate Director for O&B.

In this role you will:

• Provide strategic leadership, direction, and technical oversight of the assurance functions (assurance, quality, security, and safety) within the O&B Principal Associate Directorate (PAD) ensuring compliance with all related standards and requirements.

• Provide subject matter expertise on the utilization of Integrated Safety Management (ISM), Information Security Site Management (ISSM), Information System Owner (ISO) and other systems and lead the development and execution of the Integrated Assessment Plan for O&B.

• Manage the Performance Evaluation and Measurement Plan (PEMP) submission process for O&B through collaboration with Directorate management which includes the collection and consolidation of input into triennial submissions.

• Work with O&B senior managers to identify, develop and maintain directorate performance, compliance and safety metrics to measure progress against established goals, requirements and drive process improvement while promoting best practices.

• Oversee and participate in the investigation of safety and non-criminal security incidents. Assist with and provide guidance on the determination of reportability to the DOE. Ensure appropriate causal analysis and root cause determinations are completed. Oversee the development of corrective actions and assist directorates with selecting and assigning action owners.

• Collaborate with other Directorates throughout the Laboratory to develop and support shared strategies requiring advanced technical expertise in managing complex assurance issues with direct impact to programs. Participate in external assessments and cross organization initiatives related to assurance management function.

• Address and resolve institutional and cross-directorate policy issues through participation in the institutional Assurance Managers Committee, Directorate Security Officer meetings, and ES&H Stakeholder Advisory Groups.

• Provide direct supervision of team, including performance management.

• Perform other duties as assigned.


• Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.

• Bachelor’s Degree in a scientific or engineering discipline, or a related field, or the equivalent combination of education and extensive related experience.

• Demonstrated ability to champion, lead, and develop creative cutting-edge solutions, principles, theories, and concepts.

• Extensive experience reviewing conditions and events to determine DOE reportability, and in preparing, filing, and updating DOE Occurrence reports.

• Significant experience with ES&H, quality and security policies, procedures, regulations, standards, and extensive knowledge of DOE orders, OSHA standards, state and federal regulations pertaining to operations and business work.

• Extensive experience developing and implementing assurance plans and procedures, providing independent oversight of organizations, operations, and facilities, and assuring ES&H, security and quality programs are implemented appropriately and in compliance. Expert knowledge of and experience writing, interpreting, and implementing DOE Integrated Safety Management (ISM) policies, procedures, and tools.

• Expert written and verbal communication skills necessary to effectively present, negotiate, and coordinate various activities within O&B with senior managers and staff internal and external to O&B.

• Extensive experience making critical decisions, meeting critical deadlines, resolving highly complex problems, and implementing solutions, often under conditions of uncertainty.

• Proven ability to work effectively with and understand the priorities of a broad range of personnel, including managers, engineers, operations support personnel, DOE, and other stakeholders.

• Experience leading a team and supervising direct reports, including performance management.

Qualifications We Desire

• Familiarity with the Issues Tracking System (ITS), DOE Occurrence Reporting Processing System (ORPS), LLNL Electronic Injury/Illness Case Analysis Report (eCAR), and the Occupational Accident/Injury/Illness Analysis Support Information System (OAASIS) databases.

• Knowledge of LLNL and O&B organizations.

• Knowledge and experience with HPI practices.
